What is Acquirer-Based ATM Fee Charging (ABFC)?

The Acquirer-Based ATM Fee Charging, or ABFC, is the fee system imposed on the use of an ATM by the bank or the banking network. The Bangko Sentral ng Pilipinas sets the ABFC for the country to make sure that those who invest and put up such machines do not abuse the fees they charge on every transaction.

Updated ATM Bank fees in the Philippines

There are different fees for different types of ATM transactions. We’ve also listed the other fees that banks charge their customers like dormancy fees, below maintaining balance, as well as withdrawal limits.

ATM withdrawal fees from the same bank

The Acquirer-Based ATM Fee Charging by the Bangko Sentral states that using the ATM of the cardholder’s own bank should be completely free. Otherwise, a charge should be imposed.

This means that, if you’re a BPI account holder, and you plan on withdrawing from a BPI ATM, the transaction should not have any fees.

But if you’re a BPI cardholder withdrawing from a BDO ATM, there will be a service charge.

ATM withdrawal fees using other bank’s ATM

As discussed earlier, withdrawing from your own bank’s ATM is completely free. But, say if you’re a Metrobank cardholder using a BPI ATM, you’ll be charged with a fee.

ATM minimum and maximum withdrawal limits

ATM minimum withdrawal amount

Almost all banks in the Philippines have a minimum withdrawal amount of Php100 except BDO, which requires at least Php200 per transaction. If you can’t withdraw the minimum amount, chances are, the ATM is already out of that domination.

Dormancy fees

The Bangko Sentral ng Pilipinas (BSP) has a mandate that local banks can only charge a dormancy fee of up to Php30 per month. This applies to bank accounts that have stayed inactive for five years — accounts that haven’t had deposit or withdrawal transactions or have been below the maintaining balance.
